Without an inventory, the renewal budget is planned by eye. At the “survey” level we walk the building room by room and produce a survey of the plumbing installations: what is where, what condition it is in and what has to be replaced before the rest.
The plumbing survey does not replace documentation of the building as a whole — it is technical material that fits into it and into your asset register. No law requires you to survey your buildings; it is an asset-management tool, not a duty.
